Driving the reform of statistical modernization with digital transformation

  The rapid development of digital technology is a prominent feature of the new round of scientific and technological revolution, which provides a steady stream of power for changing statistical production methods, improving statistical productivity and reshaping statistical production relations, and is also an important driving force for realizing statistical modernization. 2023 is the first year for the statistical department to fully implement the Party’s 20th deployment. How to accelerate the modernization reform of scientific and technological innovation and empowerment statistics? How to lead the construction of statistical informatization with digital technology and better support the high-quality development of statistics? How to promote statistical cloud engineering and create smart statistics? Our reporter interviewed Sheng Laiyun, member of the party group and deputy director of the National Bureau of Statistics.

  Reporter: In the past year, the National Bureau of Statistics has taken a solid and powerful step in the reform of statistical modernization driven by digital transformation. What important measures has the National Bureau of Statistics taken to strengthen the informatization construction of science and technology empowerment statistics? What achievements have been made in statistical cloud construction?

  Sheng Laiyun: The National Bureau of Statistics attaches great importance to the construction of statistical informatization. In 2023, the party group of the Bureau studied and deliberated the related matters of informatization construction nine times throughout the year, and clearly put forward that it is necessary to take statistical cloud construction as the starting point and intelligent statistical design as the main line, make a layout for statistical informatization construction, and accelerate the pace of modernization reform of science and technology empowerment statistics.

  First, strengthen the top-level design. On the basis of extensive investigation, the basic tasks and objectives of statistical cloud construction are put forward, and the key tasks of statistical cloud "233" project development and construction are defined: "2" refers to the development of statistical management platform and technical support platform; The first "three" is to develop three application systems: data acquisition and processing, data management and big data application; Another "three" is the three supporting projects of network, security and computer room. These key tasks constitute the overall framework of statistical cloud engineering.

  Second, adhere to the demand orientation. Set up a centralized office for statistical cloud construction engineering (hereinafter referred to as "statistical cloud centralized office"), and put a lot of time and energy into demand design, so that professional companies and program development companies can seamlessly and deeply connect, fully study and analyze the future application requirements of various professional businesses, and ensure that the developed products are practical and feasible. In the meantime, several rounds of application system testing were actively organized. In terms of management platform and data acquisition and processing application system testing, the Data Management Center and Statistical Cloud Centralized Office of the National Bureau of Statistics specially formulated work plans, organized business backbones of various professional divisions and local bureaus, and carried out the first batch of data production full-process functions, professional "fine decoration" and local "immersive experience" tests of application systems in three stages; In terms of data management and big data development and application system testing, the "one division and one scheme" was implemented, and all majors were connected one by one, and the professional "fine decoration" test and trial operation were promoted, and the historical data migration of all divisions and units was carried out.

  The Statistical Cloud Project has been put into construction since February 2021. After nearly three years of unremitting efforts, the project construction has made a comprehensive breakthrough. It has successively completed the business requirements design, software and hardware bidding and procurement, system development and deployment, basically built a statistical business application system covering a complete statistical business process and supporting most statistical businesses, and built an extensible cloud-based basic support system, which basically met the requirements of putting statistical business into actual combat, and each application system will be fully put into operation soon. It can be said that the construction of statistical cloud is a precedent in the history of statistical informatization construction in China, and "multiple firsts" have been realized, namely:

  —— For the first time, domestic technology was adopted to build a statistical cloud application platform, and large-scale statistical application was carried out under the environment of Quanxin Innovation, basically realizing "one cloud unified management and one network management".

  —— The first large-scale application in data processing of Five Classics. The data processing system of Wujingpu relies on the construction of statistical cloud software system and directly uses the underlying hardware such as statistical cloud basic platform and server, which is the first large-scale application of statistical cloud.

  —— For the first time, the process of each statistical specialty was opened, from statistical design to data collection and processing, and all data of each specialty was circulated and shared on the same cloud platform.

  —— For the first time, the data acquisition management system was transformed from stand-alone processing to platform processing.

  -It is the first time to customize metadata and statistical system on a unified platform, which has consolidated the institutional foundation of statistical informatization.

  -It is the first time to use big data and machine learning technology to collect and process data and promote large-scale application.

  -For the first time, the process design of one-click generation of important statistical data publications such as statistical yearbook was completed, which laid a solid foundation for statistical data editing automation.

  Of course, these achievements are still preliminary and need to be improved in practice.

  Reporter: After the statistical cloud project is put into use, what positive measures should all localities take to support the deployment and application of the new system?

  Sheng Laiyun: The ultimate goal of statistical cloud construction is application, and the practical application of statistical cloud is very important. All localities should attach great importance to it, actively support and cooperate, and fully implement the relevant deployment of the National Bureau of Statistics.

  First, all localities should act immediately, widely use it and improve it in use. Statistical Cloud Project is a platform built entirely by using domestic hardware and software in the all-innovation environment. The software performance needs to be further improved and the technical support system needs to be further improved. Because the domestic software ecology is not perfect, there is a process of program optimization, and problems should be found in use to improve the upgrade function. In this regard, we should not only have the confidence to win, but also have patience, and encourage all localities to actively use, use and give more feedback.

  Second, all localities should accelerate the construction of data management nodes. After the statistical cloud is completed and put into use, all provinces (autonomous regions and municipalities) should speed up the construction of data management nodes on the basis of the original networked direct reporting system, and if they can upgrade, they should step up the transformation. If there are no provincial nodes, they should step up the construction to fill the gap, and every province (autonomous region and municipality) should build nodes. The establishment of data management nodes in all provinces (autonomous regions and municipalities) in accordance with unified technical specifications is not only to achieve synchronization with national data processing and improve work efficiency, but also to meet the needs of compacting the statistical work responsibilities of all provinces (autonomous regions and municipalities) and strengthening the unified management of data processing below the provincial level, and also to lay a solid foundation for the next step of promoting smart statistical work.

  Reporter: At present, the fifth national economic census is being carried out. What important role will the statistical cloud play?

  Sheng Laiyun: The National Bureau of Statistics resolutely implemented the spirit of the State Council’s instructions, innovated technology to develop the data processing system of Wujingpu, and applied statistical cloud to collect and process China data with China system for the first time. In the preparatory work for the data processing of Wujingpu, the system architecture design, database architecture design and performance optimization of the data processing system of Wujingpu are carried out based on the fully localized basic environment of statistical cloud. This is the first large-scale application of statistical cloud, the first practical case of statistical cloud management platform and application system, and it is a milestone in the construction of statistical informatization.

  Statistical cloud strongly supports the data processing of the Five Classics General. The first is to provide cloud platform resource support for the data processing of Wujingpu. The technical route and deployment mode of statistical cloud all-in-one innovation are applied to the data processing of Wujingpu, which provides a hardware resource environment for the data processing of Wujingpu. The second is to provide function call and practical experience for the development of data processing software of Wujingpu. The application management unified portal, directory database of statistical investigation units, metadata and system management, sample frame, online direct reporting and data processing system of statistical cloud construction are directly applied to the comprehensive pilot of the Five Classics General School. The practical experience of statistical cloud construction also provides an important reference for the organization and development of the data processing system of the Five Classics General School.

  Reporter: It is necessary to build a strong network and data security defense line to promote the construction of statistical cloud. What measures has the National Bureau of Statistics taken in this regard?

  Sheng Laiyun: The National Bureau of Statistics has always attached great importance to data security, comprehensively implemented the overall national security concept, coordinated development and security, and continuously strengthened the network security guarantee system and capacity building. Statistical cloud construction pays attention to enhancing data protection capability, and has completed the construction of three supporting projects: network, security and computer room, which has improved the security guarantee capabilities of border security, security monitoring, security management, network communication security, application security and data security as a whole. The built cloud security protection system and security situation awareness system provide a reliable guarantee for the network and data security of statistical departments, and form an extensible cloud-based basic support system. Local statistical bureaus and investigation corps should shoulder the main responsibility of network security and data security.

  Reporter: What is the current progress of the top-level design of smart statistics in the National Bureau of Statistics? What are your prospects for this?

  Sheng Laiyun: Smart statistical work is the key task of statistical modernization reform. The party group of the National Bureau of Statistics attaches great importance to the overall scheme design and project construction of smart statistics. According to the cross guiding principle of "transformation, re-engineering, empowerment, driving and safety", it proposes to promote the digital transformation of data resources, system methods, production processes and statistical services, realize the five goals of "digitalization of statistical basis, scientific statistical processes, intelligent data management, modernization of statistical governance and safety of statistical work", and create "multi-source, intelligent and unified statistics" In order to vigorously promote the work of smart statistics, the National Bureau of Statistics has defined the "three-step" implementation path of the statistical cloud project, the first phase of smart statistics project and the second phase of smart statistics project, and put forward the main tasks of the "1+2+3+4+5+N" smart statistics project construction, as well as the necessary reform guarantee measures to do a good job in the construction of smart statistics projects and realize the goals of smart statistics.

  Smart statistics can be said to be an upgrade of statistical cloud engineering. After the completion of the statistical cloud project, it made up for the shortcomings of the past statistical system automation construction to some extent, and also laid the foundation for further promoting intelligent statistics. At present, the National Bureau of Statistics is actively promoting the planning and design of smart statistical projects, insisting on problem-oriented and goal-oriented, taking solving the outstanding contradictions and problems in current statistical work as the starting point, strengthening the top-level design, planning to promote the all-round digital transformation of statistical work through the construction of smart statistical projects, and reconstructing statistical production processes, statistical work systems and optimizing the distribution of human resources through digital transformation, so as to improve the quality of statistical data, prevent statistical fraud, improve statistical efficiency, ensure statistical network and data security, and drive the reform of statistical modernization.

  Reporter: How to deepen the application of big data statistics? What do you think of the prospects?

  Sheng Laiyun: At present, data has become the basic resource, important productivity and key production factors in the digital economy era. Statistical data plays an increasingly important role in improving the level of national governance and reshaping the new advantages of international competition. As an important public product, government statistical data has received unprecedented attention and expectation from all walks of life, and the increasing statistical demand has provided a strong impetus for statistical reform and development. At the same time, modern information technologies such as Internet, big data, cloud computing, Internet of Things, blockchain, artificial intelligence and spatial information are changing with each passing day, which provides strong support for enriching statistical data sources, recreating statistical production methods and improving statistical work efficiency. Modern information technology has broad application prospects in statistical work.

  In recent years, various professional statistical fields have made some achievements in using big data to improve data quality, enrich data sources and strengthen comprehensive application of data. For example, the Rural Division of the National Bureau of Statistics uses remote sensing technology to estimate crop planting area and yield; City Division continued to deepen the application of big data in price statistical survey, actively expanded the use scope of online transaction prices and enterprise scanning data in CPI, and used enterprise big data to compile service producer price index (SPPI) in certain industries; The census center has carried out the reform of the dynamic maintenance and updating mechanism of the directory database of statistical investigation units; The investment department actively obtains the data of real estate sales administrative records of the Ministry of Housing and Urban-Rural Development, and considers applying OCR recognition technology to conduct keyword extraction audit on project progress vouchers; The service industry research center actively exchanges and shares information with relevant departments of the Ministry of Communications, the Industry Department and the National Development and Reform Commission, relevant departments of the Ministry of Industry and Information Technology and industry associations. For typical demonstration enterprises such as industrial Internet and Internet of Things, more cooperative applications of high-frequency data are also being considered.

  In the construction of statistical cloud, the innovative development and construction of big data development application system further promoted the application of big data in statistical work. At present, the data application system in statistical cloud engineering has developed dozens of application scenarios in various disciplines, expanding the application space of big data in statistics. We know that big data technology is changing with each passing day, and the enthusiasm of various professional divisions to use big data is high. We believe that with the joint efforts of everyone, the statistical department has broad prospects in applying big data to improve statistical production, improve statistical efficiency and data quality.
