Guanyinli Community in Nanjing, Jiangsu Province: The transformation of old communities focuses on improving people’s livelihood.
Guanyinli Community in Gulou District, Nanjing City, Jiangsu Province covers an area of about 260,000 square meters, with a registered population of 10,512 people. The jurisdiction consists of 12 courtyards, 3 commercial and residential buildings and scattered households. Most of the residential buildings in the area are old buildings in 1980s and 1990s. Guanyinli Community accurately grasps the characteristics of grid governance, divides the jurisdiction into 5 exclusive grids and 10 comprehensive grids according to the actual situation, sets grid members and grid lengths and refines their responsibilities, and conducts grid management of the community, effectively avoiding the "blind area" and "vacuum" of community work.

Renovation of old residential areas is an important livelihood project. Guanyinli community has carried out a number of rectification activities around the theme of "improving people’s livelihood", focusing on people’s health, livability and safety.
The community pays attention to improving the "hardware" facilities. In view of the inconvenience caused by the lack of elevators in some residential areas within the jurisdiction, the community conducted in-depth interviews and investigations. On the basis of the Implementation Measures for Adding Elevators to Existing Houses in Nanjing, and according to the principles of "voluntary owners, community autonomy, attention to safety, optimization of the environment and promotion of harmony", a "coordination group for adding elevators" was specially established. After repeated door-to-door coordination by the group, residents reached an agreement to promote the smooth installation of elevators in old communities.
In view of the imperfect supporting facilities in the old residential area and the widespread phenomenon of flying line charging in the corridor, the community took the opportunity of street safety hazard rectification to publicize safety knowledge to residents, and combined with the news media’s safety accident reports to carry out targeted warning education activities to improve residents’ safety awareness. It is understood that the community has completed the installation of 30 public carports and more than 100 charging piles. While guiding residents to concentrate on charging, the community has also stepped up efforts to rectify the phenomenon of private connection, which has improved the people’s sense of security.
Old residential buildings are often in disrepair, with poor infrastructure and chaotic back streets, so it is impossible to carry out long-term management. In order to completely solve these problems, in the past two years, Guanyinli community has demolished illegal buildings, resurfaced roads, installed closed balconies and awnings in the old residential areas under its jurisdiction, which has effectively improved the overall environment in the community and made the community look brand-new. It is reported that the renovation project has benefited a total of 2,425 households, revitalized more than 6,000 square meters of residents’ activity space, added 3 parking lots and more than 300 parking spaces, added more than 1,200 square meters of day care space for the elderly, and installed 20 elevators, thus solving the "long-standing problems" such as old facilities, difficult parking and great hidden dangers.
While improving hardware, Guanyinli community pays attention to "software" service. Enrich people’s cultural life, build residents’ spiritual home, and create a strong cultural atmosphere by carrying out characteristic cultural activities. For example, the community set up the "Lide Shuren" lecture hall and created the "Lin Honghan Weekend Love School", which used the weekend time to help students with their homework free of charge. In addition, the Guanyinli community, combined with its own reality, has created distinctive cultural brands such as "Home of Overseas Chinese Family Members" and "Overseas Chinese Culture and Art Troupe", organized various cultural activities with healthy and elegant style, and created a cultural atmosphere with community characteristics.
In terms of community party building, Guanyinli community held a party building activity in pairs, and established six major alliances, namely, community cadres, units in the jurisdiction, individual industrial and commercial households in the jurisdiction, working in party member, community party member and non-profit organizations, and built a new mechanism of community party building, which is "sharing resources, discussing things together, solving problems together, creating civilizations together and organizing activities together". The community has been active for a long time with three volunteer teams in party member, namely, "convenient service, clean sanitation and green protection, and voluntary patrol". party member actively played an exemplary role in community governance and helped residents solve problems, which was widely praised.
