The reporter was informed at the meeting that in order to implement the Overall Layout Plan of Digital China Construction, Chongqing explored a new path of digital transformation of megacities and systematically planned and built the overall framework of "1361" of digital Chongqing.
"1" is the integrated intelligent public data platform (hereinafter referred to as the integrated platform), which is the key support for the construction of digital Chongqing. The platform runs the basic functions of IRS system online, and realizes the "one account" management of digital resources such as application, cloud network, perception, data and capability components in the whole city; Build an infrastructure system, promote "one cloud" and "one network" as a whole, actively plan to build a video network, and strive to realize "one network" for data transmission, video application, security protection and emerging formats.
In addition, the integrated platform builds a data resource system, centrally deploys five basic databases, and forms 229 data service interfaces; Coordinate the construction of municipal departments and district and county data warehouses, build a number of subject databases as needed, and promote the construction of "data high-speed rail".
"3" is the third-level digital city operation and governance center (hereinafter referred to as the third-level governance center), which is an important carrier to realize agile and scientific governance of megacities. The third-level governance center focuses on key areas such as urban operation, social governance, convenient service and emergency management to support the development and deployment of "one thing" application, and builds a digital collaborative work scene of "one screen control", "one key wisdom", "consistent implementation" and "unobstructed view".
At present, the third-level governance center has released the first large-scale model of urban operation and governance in China, developed and iterated 12 key capability components, and formed the up-and-down connectivity of incident reporting, task assignment, matter circulation, incident handling and result feedback. More than 10 applications such as "reporting emergencies directly and ringing quickly" and "application of dangerous rock disaster risk" are connected to the third-level governance center for operation, achieving horizontal coordination and vertical connectivity.
"6" is the six application systems of digital party building, digital government affairs, digital economy, digital society, digital culture and digital rule of law. Chongqing regards six major application systems as the main battlefield of digital transformation, with a total of 36 runways, 84 municipal units sorting out 517 core businesses, compiling "three lists" to plan and launch 172 "one thing" scenarios of development, service and governance, planning and developing 32 multi-span collaborative digital applications, and running 26 major applications online.
The second "1", namely, the grassroots intellectual governance system, is the implementation of digital Chongqing at the grassroots level, which can better undertake the comprehensive integration and collaborative empowerment of six application systems at the grassroots level. Establish a three-level responsibility list, refine the three-level responsibility list of townships (streets), villages (communities) and grids, implement inventory, standardization and closed-loop management, and upgrade and expand the scope in 400 townships (streets).
It is worth noting that Chongqing is currently making efforts to promote digital industrialization and industrial digitalization, accelerating the construction of a modern industrial system led by the digital economy, upgrading and building a national digital economy innovation and development experimental zone and a national new generation artificial intelligence innovation and development experimental zone, and has gathered more than 20,000 digital economy enterprises, and the added value of the digital economy has risen to 45.3% of GDP.
