Strengthen the implementation opinions on the service and supervision of market entities.

People’s governments at the local level and listed, people’s governments of counties (cities, districts), departments and institutions directly under the provincial government:
In order to implement the Opinions of the General Office of the State Council on Strengthening Service and Supervision of Market Subjects by Using Big Data (Guo Ban Fa [2015] No.51), make full use of advanced concepts, technologies and resources of big data, strengthen service and supervision of market subjects, and improve government governance capacity, with the consent of the provincial people’s government, we put forward the following implementation opinions:
I. General requirements
Fully implement the spirit of the 18th National Congress of the Communist Party of China and the 2nd, 3rd, 4th and 5th Plenary Sessions of the 18th Central Committee, thoroughly implement the spirit of the series of important speeches by the Supreme Leader General Secretary, adhere to the development concepts of innovation, coordination, green, openness and sharing, focus on the market, play a decisive role in resource allocation, give better play to the role of the government, promote decentralization and transformation of government functions, and focus on the construction of social credit system, government information disclosure and data disclosure. Make full use of modern information technologies such as big data and cloud computing, improve government service and supervision mechanism, improve government service level and supervision efficiency, strengthen supervision after the event, maintain normal market order, promote fair competition in the market, release the vitality of market players, and further optimize the development environment. By 2020, a new market supervision system with credit as the core will be basically established, and government supervision, industry self-discipline and social supervision will be organically combined. The cost of government services and supervision to market players will be further reduced, and the pertinence and effectiveness of government services and supervision will be significantly improved.
Second, using big data to improve the service level for market players
(1) Use big data to innovate government service concepts and service methods. Make full use of big data technology, actively grasp the common and individual needs of different regions, different industries and different types of enterprises, in registration, market access, government procurement, government procurement services, project investment, policy dynamics, bidding, inspection and testing, certification and accreditation, financing guarantee, tax collection, import and export, technological transformation, industrial alliance, merger and reorganization, training and consulting, achievement transformation, human resources, legal services, and so on. (two) the use of information technology to improve the efficiency of administrative services. In accordance with the concept of "one door at the grassroots level, service on the internet" and the idea of closely combining online and offline and promoting the classification of natural persons and legal persons, we will actively and steadily implement the "one door, one network" government service model to improve the efficiency of administrative services. Relying on the service halls of entities at all levels and online service halls, we will integrate the service windows and examination and approval service systems set up by departments into a comprehensive government service window and a unified online application acceptance platform, breaking departmental boundaries and information islands, and truly realizing one-stop service for the whole process of one door and one network. Popularize the mobile phone version of the online service hall of the province, the enterprise-specific webpage and the personal webpage of the citizens, and provide personalized services such as active information push and reuse of application information for enterprises and the masses. Build a unified electronic license system in the province, promote government departments to give priority to the use of electronic licenses, and further improve the efficiency and service level of the online service hall. On the basis of the full implementation of the registration system of "three certificates in one, one photo and one yard" in the province, we will further simplify the procedures for market access, optimize the registration process, and provide convenience for market participants. (3) Improve the level of information services. Make full use of the government portal website and various media channels such as Weibo and WeChat, and carry out government information publishing, online service, interactive communication and other businesses, and disclose government credit information according to law. Implement a unified social credit code system for national citizens, legal persons and other organizations, realize the data exchange and sharing mechanism of "one code and one collection", and form a complete credit portrait of citizens, legal persons and other organizations. Accelerate the establishment of a public credit information platform covering the whole province and the website "Credit Guangdong", share and integrate the credit information of various localities and departments and publicize them in a centralized manner according to law, and provide the public with one-stop services for all kinds of credit information inquiry such as registration, administrative license and administrative punishment. (4) Establish a trustworthy incentive mechanism. Implement "green channel" support and incentive policies such as giving priority to those who are honest and trustworthy and simplifying procedures. In the fields of administrative licensing, qualification identification, annual inspection, social security, employment, bidding, government procurement, government investment, project approval, etc., the use of credit information is encouraged, and market entities with good credit status are given priority. (5) Strengthening statistical monitoring and data processing services. Make overall use of government and social data resources, build a comprehensive database of enterprises in the province and an analysis database of economic situation, strengthen the utilization of Internet resources and information services, and establish a big data application system for macro-control decision support, risk early warning and law enforcement supervision in the province, providing information support for dynamic monitoring and analysis of economic operation, industrial safety prediction and early warning and major decisions, and improving the scientificity, predictability and effectiveness of macro-control. (6) Guide professional institutions and industry organizations to use big data to improve services. Relying on the unified and open platform of government data in "Open Guangdong", we will formulate and improve policies and measures on the basis of the orderly opening of government data in the province according to law, and support professional service institutions such as banks, securities, trusts, financial leasing, guarantees and insurance, and industry associations and chambers of commerce to use big data to serve enterprises efficiently and conveniently. (seven) the use of big data to evaluate the performance of government services. Comprehensive utilization of government and social information resources, entrust a third-party organization to comprehensively evaluate the performance of the government’s public services for market players, or make a special evaluation of specific service policies and measures, and adjust and optimize them in time according to the evaluation results, so as to improve the effectiveness of governance and services of governments at all levels and their departments. Third, use big data to strengthen and improve market supervision
(a) to speed up the construction of provincial market supervision information platform system. Strengthen the role of modern information technology in the construction of market supervision system with the business process of market supervision as the main line. Make full use of the existing achievements of e-government construction in our province, such as e-government extranet platform and information sharing infrastructure, strengthen communication and cooperation between departments, and build a unified, standardized and shared market supervision information platform at the provincial and municipal levels. Establish a provincial market supervision information database system consisting of business data collection database, data information resource pool and supervision data sharing database, and build a market supervision subject database. Establish business application systems such as market subject credit information publicity system, market behavior supervision information system, consumer rights protection and social supervision information system, quality supervision information system and food safety supervision information system, and build a comprehensive platform with clear process and data sharing, which is suitable for market supervision departments at all levels. (2) Improve the supervision mechanism after the event. The market supervision departments rely on the provincial market supervision information platform to share supervision information such as industrial and commercial registration, law enforcement punishment, administrative examination and approval, credit evaluation, etc., and record the credit information of enterprises involved in each department in the name of the enterprise, and publicize it through the enterprise credit information publicity system. Actively apply the regulatory information of relevant departments as the basis for supervision and law enforcement of this department, and realize cross-departmental collaborative market supervision. Strengthen the big data analysis of market supervision, carry out early warning and pre-judgment of illegal behaviors of market entities, and improve the pertinence and predictability of market supervision. (3) Establish and improve the credit commitment system. Implement the pre-entry credit commitment system for new market players. Incorporate credit commitments into the credit records of market entities and make them public on the provincial public credit information platform in time. (4) Establish and improve the sharing and exchange mechanism of credit information resources. Relying on the sharing and exchange platform of provincial government information resources, we will carry out the sharing and exchange of credit information resources, accelerate the establishment of a public credit information management system covering the whole province in accordance with unified information standards and technical specifications, comprehensively integrate the credit information of industry and commerce, quality supervision, finance, taxation, social security, transportation, safety production, statistics and other fields and departments, establish a public database of credit information of enterprises, institutions, social organizations and individuals, and realize the mutual sharing of credit information of all localities and departments, relying on ". Promote the wide use of credit records in industries, departments and localities. (5) Establish a joint disciplinary mechanism for dishonesty. Give full play to the comprehensive supervision efficiency in the administrative, judicial, financial, social and other fields, gradually realize cross-departmental credit information sharing, establish a multi-departmental and cross-regional credit reward and punishment linkage mechanism, establish a "blacklist" system for various industries, make full use of the credit information of market entities in various fields and links of administrative management and public services, and effectively punish illegal and untrustworthy entities by means of judicial punishment, market access restriction and market withdrawal according to law, so as to establish a market environment where untrustworthy people are everywhere. Accelerate the docking of the provincial public credit information platform with the provincial online service hall, and integrate the use of credit record reports into all fields and links of administrative management and public services. (six) the establishment of product information traceability system. Using product information traceability, strengthen the supervision and management of important products such as food, medicine, agricultural products, daily consumer goods, special equipment, geographical indication protection products. Build a public service platform for the traceability of important product information, effectively connect with the established traceability system, realize the supervision of the whole life cycle information of important products, and form an information chain with traceable sources, traceable destinations and traceable responsibilities. Construction of public inquiry platform, providing the public with Internet, self-service terminal, mobile terminal, SMS and other convenient means to inquire about the source of goods, and providing a channel for product quality complaints to prove. (7) Strengthen market supervision in the field of e-commerce. Explore the establishment of an identity identification system for network operators, which is convenient for market participants to confirm and trace their responsibilities, and further purify the network social environment. Explore the establishment of a trusted authentication service system for e-commerce websites, promote the application of trusted logos on websites, promote the construction of a trusted trading environment for e-commerce, and protect the legitimate rights and interests of online shopping consumers. Promote the pilot of enterprise electronic business license, ensure the safety of e-commerce and e-government activities, and consolidate the credit foundation of Internet enterprises. Strengthen the collection and analysis of e-commerce information and improve the level of supervision and management of e-commerce platforms. Popularize and apply "Orthodox Network" (the provincial public service platform for e-commerce and service outsourcing), carry out statistical work related to e-commerce and keep abreast of the development trends of e-commerce. Improve the rights protection and dispute mediation mechanism. (8) Using big data to formulate and adjust regulatory systems and policies. Use big data technology to summarize and analyze relevant data, build a big data supervision model, predict the supervision object, market and social response, put forward emergency response plans, and improve the government’s decision-making and risk prediction capabilities. Follow up and monitor the implementation effect of relevant policies and systems, evaluate them regularly and adjust them in time as needed. Fourth, promote the open sharing of government and social information resources
(a) to further increase the openness of government information and data. Unless otherwise stipulated by laws and regulations, information such as administrative license and administrative punishment shall be made public on the Internet within 7 working days from the date of making an administrative decision, so as to improve the transparency of administrative management and the credibility of the government. Compile the first batch of pilot implementation plans for the open application of government data in Guangdong Province, build a unified open platform for government data in Guangdong Province, compile open directory project and standards for government data, and promote the first batch of pilot departments such as the Provincial Development and Reform Commission, the Economic and Information Technology Commission, the Department of Land and Resources, the Department of Transportation, the Department of Agriculture, and the Department of Culture to carry out pilot projects for the open application of government data, promote the open of government data in the whole province in a planned way in batches, provide government data services for the public, and gradually establish long-term management for opening government data and encouraging social development and utilization. (2) Promoting information disclosure of market entities. Strictly implement the "Provisional Regulations on Enterprise Information Publicity", speed up the establishment and improvement of the list system of abnormal business operations and the list system of serious illegal and untrustworthy enterprises, and conduct key supervision and inspection and long-term follow-up on enterprises that violate the rules and regulations and commit serious acts of dishonesty. Relying on the enterprise credit information publicity system and "Credit Guangdong Network", the basic credit information such as enterprise registration, administrative license and administrative punishment, the annual report of enterprises, the list of abnormal operations and the list of serious illegal and untrustworthy enterprises will be publicized according to law, and the organic docking and information sharing will be realized with the provincial public credit information platform. Collect the credit information of enterprises held by various localities and departments, provide one-stop and real-time credit information inquiry of market entities to the society, promote the government portal website to link the credit information inquiry portal, and improve the convenience of obtaining credit information society. (3) Actively promote information exchange and sharing within the government. Break the regional blockade and division of information, and strive to promote information sharing and integration. Information systems built and under construction in all localities and departments should be interconnected, exchanged and shared. Except as otherwise provided by laws and regulations, the application for the establishment of a new departmental information system will not be approved if the demand for information sharing between departments is not clear; The department information system under construction, which can not share information with other departments, shall not pass the acceptance; Any departmental information system that does not support the construction of local information platforms or provide information to local information sharing platforms will not be approved or accepted. (4) Promoting the collection of credit information of the whole society in an orderly manner. Establish an interactive information collection, sharing and application mechanism between the government and society. Support credit reporting agencies, Internet companies, industry organizations, news media, scientific research institutions and other social forces to collect credit information of market entities in the process of business transactions and social activities according to law, and open it to the public. Promote the social collection of credit information of market entities to gather on the public platform of credit information in the province, integrate the credit information obtained in the process of government administration, form a credit big data resource with interactive integration of government and social information, and provide comprehensive and comprehensive credit information services to the society after analysis and refining. Fifth, improve the government’s ability to use big data
(A) to strengthen the construction of e-government infrastructure. Combined with the provincial e-government development plan, accelerate the construction of a unified e-government network in the province, further optimize the structure and function of the e-government network, and interconnect each business private network with the e-government intranet and extranet as needed to realize the unified management of e-government Internet export. We will implement the 10 Gigabit backbone network project of e-government extranet, expand the coverage of e-government network at town and village levels, support the application of new technologies and new models such as big data, cloud services and mobile office, and enhance the business carrying capacity of external services of e-government extranet. Promote the construction of listed e-government cloud platforms at provincial and local levels, realize the on-demand distribution, dynamic expansion and intelligent management of basic information resources, and provide diversified cloud application services. Establish and improve the evaluation and acceptance index system of informatization projects, improve the closed-loop management mechanism of project initiation and acceptance, and effectively promote the data collection, sharing and application of informatization projects. (2) Establish and improve the government data collection system. Improve the internal collection mechanism of government data, rely on the sharing platform of provincial government information resources, realize the unified docking of data resource libraries of local government departments and business information systems of relevant provincial departments, and collect and summarize data information by classification. Strengthen the data audit of key links such as project evaluation and completion acceptance of information system construction of relevant departments of the province, and clarify the scope of information system that can collect data and share open data. We will expand the collection channels of government data by means of network search, text mining, voluntary provision, paid purchase and sensor collection. Encourage enterprises, industry associations, scientific research institutions and other units to actively accumulate data. Strengthen the backup and maintenance of important Internet data resources. (3) Improve the management system of government information resources. Implement the Action Plan for Promoting Big Data Development in Guangdong Province (2016-2020), work out the work plan for the construction of provincial government big data application platform, carry out the overall design of government information resources big data, formulate relevant technical systems, standards and specifications and promotion mechanisms, promote the general survey of data resources of public institutions, establish a list of data resources, compile a catalogue of data resources, and gradually build a comprehensive application management platform for provincial government big data. Coordinate the construction of a unified government affairs database in the province, integrate public basic databases such as population, legal persons, credit, natural resources and spatial geography, and coordinate and promote the construction of thematic databases in key areas such as public safety, medical and health care, transportation, agrometeorology, environmental protection, housing and urban construction, social security, quality supervision, food and medicine, safety production, finance and tourism. (4) Strengthening the standardization construction and classified management of government information. Establish and improve the standard system of government informatization construction and government information resource management. Strictly distinguish confidential information from non-confidential information, promote the classified management of government information in collection, sharing and use according to law, and reasonably set the scope of government information disclosure. (5) Promote the government to purchase big data resources and technical services from social forces. All localities and departments should give full play to the advantages of market institutions in information infrastructure, information technology, integrated development of information resources and services in accordance with the principle of transforming government functions, reducing administrative costs, improving service quality and financial efficiency, and strengthen cooperation between the government and enterprises through government purchase of services and agreements, so as to provide support for the government’s scientific decision-making, legal supervision and efficient services. In accordance with the requirements of standardization, safety and economy, establish and improve the mechanism for the government to purchase information products and information technology services from social forces, and strengthen procurement demand management and performance evaluation. Six, actively cultivate and develop socialized credit service.
(1) Vigorously cultivate and develop the credit service industry. Combined with the provincial social credit system construction planning, adhere to the market orientation, cultivate and develop a number of local credit service institutions with strong credibility, high market recognition, strong competitiveness and influence. Promote Guangzhou, Shenzhen and other places to accelerate the cultivation and development of local credit service institutions, actively introduce well-known domestic credit service institutions, carry out diversified credit service business, improve the credit service industry chain, radiate and promote the development of the credit service market in the Pearl River Delta region, and build the Pearl River Delta region into one of the main credit service institutions gathering areas in China. Promote the cultivation and introduction of credit service enterprises in central cities in eastern and western Guangdong. (responsible for the relevant departments of the province)
(2) Deepening the application of credit services and products. Combined with the provincial social credit system construction plan, we will promote the deep application of credit information by provincial units and cities in the Pearl River Delta in key areas of market supervision and public services, such as project bidding, public resource transaction, recruitment of public servants, market access, safety production, product quality, medical and health care, environmental protection, education and scientific research, qualification identification, subsidy distribution, annual inspection, e-commerce, equity investment, financing guarantee, etc., and use credit reports issued by third-party credit service agencies. Relying on major platforms such as Nansha in Guangzhou, Qianhai in Shenzhen, Hengqin in Zhuhai and Sino-Singapore Knowledge City, we will take the lead in demonstrating the application of credit products and services. Seven, improve the safeguard measures
(1) Enhance the industrial support capacity. Strengthen the overall planning of the development of big data industry, support all localities to rely on data center bases and parks with industrial bases such as high-tech, electronic information and software information services, cultivate and gather a number of innovative big data enterprises, and build professional parks for big data industry. Support enterprises to unite universities and related research institutions, build a number of big data enterprise technology centers, engineering (technology) research centers, key laboratories and application centers, carry out research on key technologies and solutions of big data, promote key technologies of big data to tackle key problems and industrial applications, and promote the formation of a province-wide big data industry ecosystem with coordinated regional development, multi-party linkage between government and Industry-University-Research, and collaborative cooperation among large, medium and small enterprises. (2) Improve the management system. Accelerate the promotion of a unified social credit code system. Establish and improve the government information recording and collection system of various departments. Establish a government information resource management system and strengthen intellectual property protection. Accelerate the introduction of policy opinions on promoting the open sharing of public information resources, and formulate measures and information catalogues for the open sharing of government credit information. Promote the introduction of relevant policies and regulations, make clear provisions on the use of credit information and credit reports by government departments in administrative management and public services, and provide a basis for jointly punishing market participants for illegal and untrustworthy behaviors. (3) Improve standards and norms. Focusing on key links such as ensuring big data security and promoting the opening and utilization of data resources, we will promote the formulation of local laws and regulations on data disclosure, data safe utilization, data asset protection and personal privacy protection. Establish a big data industry standard system and statistical index system, establish a data standard and statistical standard system of public institutions, and promote the formulation and implementation of standards and norms such as big data collection, management, sharing and trading. Formulate local standards related to big data and support its promotion to national standards. Encourage enterprises, institutions and industry associations in our province to lead or participate in the revision of international, national, industrial and local standards for big data. (4) Strengthen security. Strengthen the construction of network information security certification system in big data environment, and effectively guarantee the security of data collection, transmission and processing. Strengthen the basic work of network information security such as data security assessment, electronic authentication, level protection and emergency prevention. Accelerate the research and development of big data security software and hardware technology products and the formulation of standards, establish a big data security assessment system, and improve the network information security defense and response capabilities of big data platforms. (5) Accelerate demonstration and application in key areas. In combination with the implementation of the Guangdong Action Plan for Promoting Big Data Development (2016-2020), we will implement big data demonstration and application projects in the fields of environmental protection, public safety, medical and health care, social security, agrometeorology, intelligent manufacturing, transportation and tourism, and accelerate the promotion on the basis of summarizing the pilot results. (6) Strengthen organizational leadership. Under the framework of the provincial informatization leading group, the Provincial Economic and Information Technology Commission (Provincial Big Data Administration) will take the lead in establishing the inter-departmental joint conference system for the development of big data in the province, strengthen the organization and coordination of the development and application of big data in the province, and make overall plans to promote the use of big data to strengthen the service and supervision of market players. All relevant units in the province should further clarify the timetable and road map according to the division of key tasks and schedule proposed in this implementation opinion, refine the division of labor, implement responsibilities, and ensure that all tasks are completed on time and with good quality.
