High flyers returned to his hometown to start a business and actually made drugs for transnational sales.
Senior three won the second prize in the final of the national chemistry competition for middle school students and was sent to a famous university in Beijing; In 2014, he returned to his hometown to start a business and became the focus of the local government … …
These auras were once shrouded in Wang Liang (a pseudonym).
However, at the age of 33, Wang Liang appeared in the case of manufacturing, selling and smuggling drugs supervised by the Ministry of Public Security announced by the Public Security Bureau of Huanggang City, Hubei Province. He was a core member of the criminal gang in this case.
In June this year, Wang Liang and his gang were arrested by the police because they were suspected of manufacturing and smuggling hundreds of kilograms of new psychoactive substances (a new drug) controlled by the state and made illegal profits of more than 4.5 million yuan.
Huangzhou Branch of Huanggang Municipal Public Security Bureau reported that the police arrested 3 suspects, seized 611.3 kilograms of drugs and 4.6 tons of raw materials for drug making, destroyed 3 drug-making factories, 3 drug-making reaction kettles, seized more than 1 million yuan of drug money, more than 20 U shields (bank cards) and two vehicles involved.
Light yellow crystals in LED tubes
In 2001, Wang Liang entered the School of Chemistry and Molecular Engineering of a famous university in Beijing as a walk-in student.
In 2014, as an "entrepreneurial talent" introduced by the local government, Wang Liang returned to Huanggang and became one of the founders of a local biotechnology company, engaged in "research and development and production of unnatural amino acids and new anticancer drugs".
In March this year, when the Anti-drug Brigade of Huangzhou Branch of Huanggang Municipal Public Security Bureau and Chencelou Police Station conducted a joint routine inspection, it was found in a factory of Wang Liang Company in a local chemical plant that raw materials such as sulfuric acid and hydrochloric acid used for production were not reported as required.
The police discovered through external knowledge that the activities of personnel in the laboratory of Wang Liang Company were relatively hidden, and immediately launched a series of investigations.
In June this year, Huangzhou Branch received an investigation report from the police in Shenzhen, Guangdong Province: 500 grams of light yellow crystals were hidden in the LED tubes sent by express delivery from Huanggang to an international logistics company in Longhua New District, Shenzhen, which was suspected of being a drug.
The sender "Xiao Zhang" contacted the employees of the logistics company through QQ number, requesting to send the LED tubes to Spain, the Netherlands, Poland and other countries.
The investigation of Huangzhou police found that the sender’s address was the location of Wang Liang factory.
"They mail their products to Shanghai and other places, and hide their identities, and don’t write their real identities and phone numbers. We inquire about Wang Liang’s income and have a large amount of unidentified foreign currency income. " Tan Zuohong, the captain of the anti-drug brigade of Huangzhou Public Security Bureau, revealed.
Immediately, Huangzhou Branch reported the case to Wang Zhihuai, deputy mayor of Huanggang City and director of the Public Security Bureau. Under the instruction of Wang Zhihuai, the Anti-drug Detachment of Huanggang Public Security Bureau joined forces with Huangzhou Branch to deploy elite forces to set up a task force to investigate.
The police comprehensively analyzed the two abnormal situations and decided to divide the soldiers into three ways, namely, the sender, Huanggang express delivery industry and the suspected chemical plant.
Insist that it is not drugs but amino acids
In-depth investigation by the police found that the person who contacted Shenzhen Logistics Company through QQ number was Wang Liang’s wife, and the sender "Xiao Zhang" was Wang Liang.
The police found out that Wang Liang rented a production workshop in a chemical plant in Huangzhou Chemical Industry Park, and hired his cousin and others to make suspected drugs in the workshop.
On June 8th, the task force arrested the suspect Wang Liang, his wife, cousin and others.
The police seized 4.6 tons of raw materials such as hydrochloric acid, sulfuric acid, ethyl acetate, etc., and 611.3 kilograms of suspected drugs from Wang Liang’s wife’s dormitory and chemical plant, and found more than 20 unused LED lights on Wang Liang’s balcony.
After arriving at the case, Wang Liang said that he produced amino acids, not drugs. Immediately, the police sent the seized suspected drugs to the drug testing laboratory of the Ministry of Public Security for component testing, and concluded that all the seized suspected drugs were new psychoactive substances controlled by the state.
Li Yang, political commissar of the Anti-drug Detachment of Huanggang Public Security Bureau, told the reporter of Legal Daily that the new psychoactive substances are the third-generation drugs that are popular all over the world after opium, heroin, ice and ecstasy.
"In order to escape the blow, criminals have changed the psychotropic drugs and narcotic drugs that have been controlled by the international community from form to another chemical through professional means, but their anesthetic and hallucinogenic effects are the same as those of the previous controlled drugs." Li Yang said.
Wu Chunhua, director of Huangzhou Branch, said that on October 1, 2015, the state explicitly listed new psychoactive products as drugs, and after that, Wang Liang still produced a large number of such products.
Illegal profit of 4.5 million yuan
Shangguan Fuling, deputy secretary of the Party Committee and executive deputy director of Huanggang Public Security Bureau, said that the case attracted great attention from the Ministry of Public Security and the Hubei Provincial Public Security Bureau, and sent personnel to Huanggang to guide the investigation of the case.
According to Wang Liang, in April 2014, he resigned from a pharmaceutical company in Shanghai and returned to Huangzhou to start a business. In the process of choosing employment opportunities, he consulted chemical products with good sales through a professional chemical exchange platform and prepared to develop and produce them himself.
But lured by high interest, Wang Liang took the advice of a Spanish man and began to produce several new psychoactive substances.
When Wang Liang chats with foreigners on the Internet, all of them use English, and there are many technical terms, which are difficult for ordinary people to understand.
According to Wang Liang’s arrangement, his wife is responsible for purchasing raw materials for manufacturing products online and contacting logistics to sell products, while his cousin is responsible for managing and producing drugs in the factory.
Since 2014, Wang Liang and his wife have contacted some chemical companies from the Internet to buy 12.6 tons of raw materials, and hid the drug-making dens in Huangshi, Wuhan and Huanggang.
After the drugs were made, Wang Liang sent them to international logistics companies in Shanghai and Shenzhen through logistics companies, and then these international logistics companies sent them to many European countries.
After investigation, from 2014 to now, Wang Liang has made a profit of nearly 10 million yuan. Among them, after October 1, 2015, Wang Liang sent about 630 kilograms of drugs and 55 courier receipts through a courier company in Huanggang, making an illegal profit of more than 4.5 million yuan.
At present, Wang Liang and others have been transferred to the procuratorate for prosecution, and the case is being further processed. (Reporter Liu Zhiyue Intern He Zhengxin Correspondent Li Lei)
